This is the 11.8 ft (3.6 m) version for 55 to 65 inch TVs, supplied as four pre-cut sections. Govee sells separate kits for 40 to 50 inch and 75 to 85 inch sets.

Can the light strip be cut to size?

No. The sections are pre-cut for the screen and the manual warns against cutting the strip, and there is no extension for it either. On a TV at the short end of the range the surplus has to be looped behind the panel.

Does it need a hub?

No. It joins a 2.4 GHz Wi-Fi network directly, with Bluetooth used during setup, and is powered by the included 12 V adapter.
