The Shelly 1 Mini Gen4 takes this generational matchup on radios, adding Zigbee and Zigbee router mode to the same tiny 8A smart relay the Gen3 already was.
It also moves to Wi-Fi 6 and Bluetooth 5.0, ships with Matter support that the Shelly 1 Mini Gen3 only gained later through firmware 1.6, and accepts 12 V or 24 to 48 V DC where the Gen3 tops out at 30 V. Everything else carries over: 8A or 2000 W resistive, a neutral wire requirement, dry and wet contacts, local control, a three-year warranty and support for Alexa, Google Home, Apple Home, SmartThings and Home Assistant. The Shelly 1 Mini Gen3 remains the lower priced of the two. Choose the Shelly 1 Mini Gen4 if you want the option of Zigbee or a newer Wi-Fi radio, and the Shelly 1 Mini Gen3 for a Wi-Fi-only relay at the lowest cost.

Zigbee
The Shelly 1 Mini Gen4 can join a Zigbee network through a hub and act as a Zigbee router, strengthening the mesh. The Shelly 1 Mini Gen3 is Wi-Fi only, with no Zigbee at all.
Wi-Fi and Bluetooth
The Shelly 1 Mini Gen4 uses Wi-Fi 6 and Bluetooth 5.0. The Shelly 1 Mini Gen3 uses 2.4 GHz Wi-Fi with Bluetooth for pairing only. Both stay on 2.4 GHz, so either works on a typical home network.
