The verdict

The Shelly Dimmer 0/1-10V PM Gen4 is not a mains phase-cut dimmer: it is a controller for the low-voltage 0-10V and 1-10V dimming input of LED drivers, and it reaches lighting a standard dimmer cannot. It sends the dimming signal over two screw terminals and switches the driver's mains feed through a relay that also measures voltage, current and consumption, so the same unit dims and monitors the circuit. Inside the wall box it carries four radios at once (2.4 GHz Wi-Fi, Bluetooth 5.0, Zigbee and Matter), has two button or switch inputs so the existing faceplate keeps working, and needs no hub unless you choose the Zigbee path. What to know before you buy

The Shelly Dimmer Gen4 is a trailing edge mains dimmer for dimmable LED lamps, LED strips and transformers. The Shelly Dimmer 0/1-10V PM Gen4 is a different model with a different output: it produces a 0-10V or 1-10V control signal for drivers that expect one, and it switches and measures the driver's mains feed through a relay. They are not interchangeable; which one you need depends on how your lights are dimmed.

Does the Shelly Dimmer 0/1-10V PM Gen4 need a neutral wire?

Yes. It is powered from the L and N terminals on 110-240 V AC, so the wall box or the fixture it sits in has to carry a neutral. Its own power consumption is under 1.5 W.

Does it need a hub?

Not for Wi-Fi, Bluetooth or Matter, where it works on its own with full local control. Only the Zigbee profile requires a coordinator, because a Zigbee end device needs a hub to join a network.
